MAN, did i ever screw up.
In seattle, i bought a small bottle and a big bottle of tetra water conditioner. a Month ago, i finished the small one, and went to the big one. after one month, today, i read the big bottle, since im 90% done it. THE BIG ONE WASNT DECHLORINATOR, it was just good bacteria supplement like cycle.
Amazingly, i never lost any fish nor did any get diseased. My tapwater, from a big city, is probably loaded with chlorine and chloramine.

One day I was doing my water changes and realized I'd run out of dechlorinator. Next door is a gentleman that has fish so I knocked at his door and asked if he had some dechlorinator. He doesn't use it, never has and has had the same fish for 5 years! Can you imagine that! Fish are more durable than we credit them with.

i was testing my cycling 33g for ammonia and nitrate (which both read 0, DONE cycling! ), and decided to test my tapwater. 0 chlorine in it.

Some localities use chloramine also as a treatment, which is something else that dechlorinators get rid of, might want to see if anyone around has a pool test kit, I believe some of the more extensive test kits can test for chloramine.
