So im thinking i might just go reef instead of fowlr since my tank is too small.
Will a 10 watt fluorescent actinic 03 blue bulb be ok for my 10g tank. which is holding approx. 8.5g of water??

For a 10G you really probably wouldnt want to get into anything but simple corals which consequently arnt as light hungry as most others but your still going to need a pretty good amount of lighting...I would definaly recommend atleast 60-80watts for even this small tank. Catalina makes a pretty good 20" CF fixture and its pretty cheap to

For a 10g, T5 or Compact Fluorescents would be your best option. Just because metal halide lights might heat up the water too much. Do you know what type of corals you plan to get? Soft and LPS corals would be your best option. SPS corals might not like how fast salinity can swing in such a small tank. But SPS can be done if you keep up on daily maintenance.

In my 14g reef I have only 3.5 watts pergallon and I have
zoas
mushroom corals
candy cane corals
sun coral
and I also have some digitata corals which are pretty much the only sps that will live in my tank.
I dont think that your lights are ok for any corals though. you are definantly going to need to upgrade.
