I know that tap water can be very gassy depending on area and care needs to be taken when doing water changes as the gas bubbles can get in the fishes gills, which causes problems, but i dont think the bubbles would be anything on your scale.

Welcome to AC. Im not sure i understand exactly what your problem is, but if you have very tiny foamy bubbles at the top they might go away in a day or so. I have never heard of a whole layer of them though. Do you have enough aeration in your tank? If you dont i would get an airstone and see if that helps any. Oxygen bubbles coming out of your tank release toxic gases in the water and this might help fix your problem.

Welcome to AC.

Do not add your fish but do the fishless cycle that you will read in Tank Setup. You will be very happy you went this method!

Sounds like he just set up a tank and is aerating it before it settled? that will give you a lot of foam at the top of the tank.
