For my empty 10g, i guess i'll stuff it with 15 neons. I have a incandescent light, UGF, 2 powerheads, heater, and whisper filter on it. The only reason i am using the ugf is the powerheads and ugf were laying around and the cost for them was 80$, so why not use them.
What kind of decor would neons like? Lots of fake plants? Rocks too?

They have no use of rocks but lots of plants, real or fake, are nice.

Thats what i figured. It'll have to be fake, since the tank has a incandescent light and cant really support many live plants

bogwood. let the tannins leach into the water from the wood. that is how they live in the wild. the tannins in the water will make their color pop out more. they also live in vegetation-choked waters as do a lot of other tetra. low to medium current is preferred.

nothing really to add, just backing up what others have said,
plenty of plants, if the lighting can be upgraded, then live plants would be a great option, with all the plants and filter, and neons dont produce much waste, it would be an easy tank to look after.
but fake plants if nothing else, tall plants that the tetras can weave in and out of are good.and bushy plant, moss could be added as it needs little light, java, christmas ,flame etc...
bog wood is good too.either a medium piece or a few small pieces.
ive found caves help too, i have a few rocky caves in my tetra tank and they use it often.
maybe add a few cories or ottos to keep the tank tip-top would be good too. but its your choice

Corys are a good idea. 10 neons and 3 corys should work good.
