Algae good or bad?

I just started getting this on my rocks, and its turning my sand browish-yellow. The tank is about 3 weeks cycled, is this the good stuff or bad? Or can't tell from bad pics lol. (blush)

Oh, I have 2 40w bulbs, about 19" from substrate and the lights are on 14 hrs.

It looks like brown diatoms. It will clear up on its own. All new tanks get them sooner or later.
