Which filter would be best for a heavily planted 20g, mediumly stocked

If you are just asking for the best company, irregardless of other factors, then Eheim wins hands down.

I think he's just asking which we would recommend. I would recommend none for a 20 gallon. However, for a large tank, Fluval or Eheim.

I would however have listed a good HOB and not limit the choice to Aqua Clear. Penquins or Emperors both good job jobs but Emperors are just a bit enough too large and probably will not fit correctly into the hood cut-out. I ended up buying a glass top just so I could cut the opening larger.

In all honesty though, many people over at plantedtank.net use Eheim classics for their 20g tanks, since planted tanks tend to get cloudier than non planted tanks for some reason. The fact that it's a canister also means you'll have more stable CO2 levels, and more importantly means that you can make an in-line CO2 reactor, which is much quieter and more efficient than anything you can do with a HOB.

Aquaclear's or Whispers would be the best choice if you wanted to go HOB, since the biowheel will mess with your CO2 levels when you start injecting. Eheim classics are really not all that expensive, 60 bucks for the one rated for 66 gallons, compared to like 15 for an Aquaclear. Sure that sounds like way too much overfiltering, but the flow rating is only 100gph or so, which is on par with most HOB filters rated to the same size tank. Hence it means it must REALLY be squeezing the water through a lot of media. Plus, he'll have a solid unit if he gets a bigger tank down the road (like a 30g or even a 55g if he throws another filter on.)

Heck no, I can give you a 1000000 gph pump and it wouldn't do anything but swirl water around if the actual filtration ability sucks. The Eheim is rated for 66 gallons with only 100gph because it gets everything the first pass, whereas the HOBs would take like 5 passes or something.
