The answer to your main question is yes they do inflate - although it's not something they WANT to do all the time I would imagine.

Dwarf Puffers are great fish to keep! They have awesome personalities and will interact with you. They're actually a lot like little puppies, just not near as much work. LOL
Anyway, just make sure you have an overfiltered and cycled tank. Frozen bloodworms make up their main diet, and you'll want to throw some pond snails in with them occasionally to help keep their teeth worn down.
Dwarf Puffers do indeed puff, although I've never seen ours do it. You really don't want them puffing as it is very stressful for them. You'll also want to do everything you can to keep them in the water. Never just net them out of the bag. If they puff air, they usually die.
No more than two or three in a ten gallon tank, have plenty of decorations and know how to sex them. Never keep two males together unless the tank is large enough to support plenty of females. Any other questions?

Uh yea. Will they scratch my furniture? And yea my dad had a marine puffer. Just didnt know if they were well like the same dealio. Snails I will prob get from my LFS be like have a snail problem just give me them. I usually feed my fish either live or frozen bloodworms aswell as brineshrimp. And will he pee on the floor. And how might one sex them and breed them. Someway down the future.

It's hard to sex juveniles, so you'll want to look for the tell-tale signs of ones that are maturing. Females are basically spotted with a white stomach and clear fins. Males will exhibit a more yellow stomach and caudal fin as well as more of a straight line down their side. The more mature males will also have wrinkles behind their eyes.
