my oscar is looking a little funny it isnt as active as normal and when i looked it looks like scales are peeling off of his head

That sounds like hole in the head. Its easy to treat if you get to it early enough.
I would start with daily water changes for a few days.
When was your last water change and how much?

What size tank and filtration?

sunday im about to do another one today though we do them every sunday and what if i cant get to the store for treatment stuff prolly not till wednsday

Thats not really enough for a jd and an oscar.They are both heavy *hitters! They have a serious bio load.
What kind of filtration do you have?
Test your water and give us the perameters.
To get rid of hole in the head lots of water changes are neccesary.It needs pristine water.W/Cs are the best meds.If it gets worse I suggest getting a med specifically for HITH.

ok i have an aqua clear 70 and a aqua clear 50 on it and i will post the parmeters when they are done testing

my parameters are ammonia and trite .25 and trates are 60 why did they change so much they were at amonnia0 trites0 trates10 for the longest time i tested them every week

It could be uneaten food,digested foods.They are getting bigger and so is the bio load.This is why a larger tank is recomended for these fish.Its not only for room to turn around.With a 125 you would have double the water you have now.Your perameters would also be much lower.
Start doing 50% water changes daily for a few days and every other day for a couple of weeks.
I also add a wee bit of salt when I see something but I only do it once and the w/cs dilute it.

ok i cant get a larger tank should i think about taking the oscar to the fish store after hes healthy because i dont want my fish to be unhappy and i wont give away my jd he was my first fish im very attached ,have u ever heard of a midas cichlid

I think rehoming one of them is a good plan.
I don't think you can keep a midus unless you get another tank.

after i get rid of the hith i will give the oscar away and i figured it would get to big is there anything that can go in with the jd or is he stuck by himself

madis and the red devil are basiclly the same speicies they will kill anything in a small tank

Your tank is also not cycled or you would not be seeing nitrites. Either too much cleaning or something tossed it off.

Northernguy is right on when he says larger water changes. Your filters are also not rated for all that much filteration. Figure about half of what the number is. These filters say they filter UP TO a certain number of gallons. It doesn't mean they filter the top number great and certainly not for large fish. So figure your AC 70 is probably OK for a 29-30 gallon tetra tank.

If your tank went thru an ammonia spike, that Oscar could be having ammonia burns altho I would expect to see red, inflammed gills.

Get those nitrates to less than 20 and the Oscar may heal himself.
