I have a few fake plants in my cycling(fishless) tank. I noticed that some little clearish white flakes were either attatched to or coming of one of the plants...is this normal during cycling? cause i have no idea what they are and if they're going to do any harm..?

You probably want to figure out what the flakes are. It could be peices of plastic flaking off now that the plastic is submerged. On the other hand it might be organic material aggregating.
If it's only happening to one plant though I would bet the plastic, or perhaps the coating, is coming off. You probably want to pull the plant and take a good look at it. If pieces of plastic are getting into your water it might not be a plant you want to keep in the tank.
