Did you have a spike earlier?

yes, nitrites have been off the charts (> 1) for 17 days. now, how long can i wait before i need to add either more ammonia, or more fish?

When the spike occured, you should have been adding half of the amount of ammonia that you were adding. Did you do this?

I would say do a massive water change and your ready to slowly add some fish. Add about 1/2-2/3 of your total stock, and then wait 3-5 days before you add the rest. I could be wrong about the water change though. Someone correct me if im wrong.

let it finish. it has maybe a day or two. you've waited this long another day or two isn't going to hurt.
i would start thinking about what fish you want to put in first.
