Soft Water

Does anybody know how I should use peat in my aquarium to soften the water?

I think the way most do is put it in the filter somewhere, I've never done it, just saying what I've read.

Put it in a mesh bag and put it with the media in the filter. May I ask why?

I have soft water fish and my tap water is hard so I want to soften it up a little bit.
