Asd far as I know a protein skimmer will not work in fresh water. There is not enough surface tension to create any foam.

I'm not sure why it was recommended to you; unless, there is something significant about your tank set up or long term goals that may have indicated its use. But to answer your question in general, false.

I've only heard of skimmers being used in fresh water in conjuntion with ozone and it acts as a reactor to help break down organic matter in your filtration process.
