Water 21 parts RO and 4 parts tap.
GH 4; KH 5; PH 7.8; Ammonia - nil; Nitrite - nil; Nitrate - 5.
There is a milky look to the water which will not clear.

how long has tank been established? sounds like a bacteria bloom or could be microbubbles... how long has the tank been cloudy also?

sounds like a new tank and the normal bacterial bloom
