african dwarfs in a 20 gal community

okay im planing a 20 gal with 2 blue gouramis 6 neon tetras and 3 otos im considering a african dwarf frog for the tank
sooooo here we go
1 first off are these guys legal in hi
2 is breeding hard if i got a pair
3if they are legal where on the internet can i purchase them
4any tips apriciated

idk about the legalness..or internet buying.
but yes breeding is very hard so go ahead and get a pair, they'll be much happier that way.
tips:
they really like caves
bloodworms or brine shrimp are good
it takes them time to get accostumed to your tank so if they arn't active for the first week or so, don't worry.
they really like java moss
they have bad eyesight and go by smell so give them time to eat and make sure that eat and the other fish don't get the food.
