I currently have about 6 guppies and about 6 ghost shrimp in my 10 gallon. It's lightly planted and has a biowheel. My question is this: Is 80 degrees too warm? and is it overstocked? The heater i bought is too much and the water doesnt go below 80, so should i get a new one or will it be ok?

You could just turn it off and turn it back on if it drops to below 74.

80 is a bit high for guppies. I wouldn't say it's that overstocked now, but it will be in a month.

will temperature fluctuations stress the fish if i just turn it on to raise it a couple of degrees?

Maybee a little stress but i would be worried more about getting ich or some disease from the temp change if you adjust it often,grab a new heater so the temp is more stable!

I would get a new heater. You want a stable temp, and if it is malfunctioning it is better to avoid the possibility of it getting stuck on an doverheating the tank. Just get a new one so you know it is working right, I suggest the Stealth by Visi-Therm.

first thing's last tomorrow! thanks guys, however, i wont throw out the other one, its brand new, but i made the stupid mistake of putting a 100W in a 10 gallon, so i guess i learned the hard way this time.

Overpowered is not a problem, that just means it heats it up faster. It should shut off when at the set temp. Is it set right? Have you tried to turn it down? If this is not the issue it is malfunctioning and should not be used. You should be able to get a refund for a faulty heater.

100 watt should have been fine for that tank. As reptileguy said, it's no good. I had a problem with mine not heating high enough. They would go to 78 and no higher and never shut off. I had to replace mine, as well, so my angels could have the temp they needed.
