I've got some brown/yellow spots growing on a fake plant and a rock I have in my 20g tank. The tank isn't quite cycled yet, I expect about another week or so and it will be done. Should I clean this off? Is it a sign of something bad?

That is normal in every new tank..It will go away on its own.
How are you cycling?

Just normal algae growth. The rock you can just flip over and the plant you could soak in a weak bleach solution if you want the algae gone.

I agree it's just normal algae growth. Once your tanks settles a bit it should go away on it's own. In the mean time though you can just wipe it off if it bothers you. Happens in my tank too... you can always cut down on feeding a little or keep the lights out for a bit longer through the day and that should help you some too.
Do you have any algae eaters in your tank? Like a brislenose or something? I have found that they do a great job in keeping my tanks clean.
