2 questions?
can all species of fish have an albino varity,
do commonly seen fish such as cardinal tetra, bettas, live bearers, etc have an albino version, how come they are never seen?
other question:
are they weaker then other fish? or just the same

Albino varieties of fish are fish that througha genetic mutation are lacking the pigment in their flesh that gives the 'normal' variety its colour.
It may be that commonly known fish like you suggested are not seen as albino as the 'albino' gene is not in the gene pool for that particular species or that they are culled by breeders.
They should provided that colour is only the gene that has mutated lead a normal healthy life.

but yes, albino animals generally have a shorter life span. Guinea pigs and corys are a example. Both can be albino and have less sight and live not as long.
