Hi,
If you know the quality of the livestock that you are buying form your LFS, and you know that they have quarrantined the fish youre interested in, is it really neccessary to put it in a quarrantign tank for 3 or so weeks??

Lots of different opinions on this one. I personaly would not. But you'll find plenty of people who will harp on you to quarantine anything before you put it in the tank.

Any quality fish store should let you see their quarantine tanks and explain to you their process when they get new stock.

You should quaratine for SW, although its about 50/50 for the amount of SW aquarists who do.
I myself will be putting all my SW fish through quarantine for a month. After my first loss that could've been prevented if I quarantined, I vowed to never get another fish for my SW tank until I have my QT set up, and that's how its been.

This is more of a personal decision. If you feel confident enough in your fish shop then sure. Also I would put into consideration the livestock currently in my tank. Like for example I wouldn't if you have rare or expensive fish.

I only quarantine new fish if they are especially sensitive, I buy them from a new source (or online), or if something else strikes me as potentially problematic.
I only do this because I know full well the habits and procedures of the LFS in my area (and which ones not to buy livestock from). If I didn't know, I'd quarantine everything.

I'm not sure the ratio is even that close. There was a poll on Reefecentral a little while back about this and most people admitted to not quarantining, myself included (bad I know). I think it's a great idea for those that have the resources to do so. I unfortunately don't so I have to pick and choose my craps games.
I will admit I've never quarantined a fish in my life but thats just me
