I have about 3lbs of liverock and 15 lbs of "deadrock" in my 20h gallon. I was wondering what’s the fastest way to make the organisms, algae, ect.. grow? I have about 48 watts of t5 lighting (one actinic bulb, one white bulb), and 2 strong power heads. Are there any chemicals I should be adding to quicken up the growth process? Any tips in general?

Just wait a while. I did the same thing, but with 12lb dead 9lb LR. I imagine if they're touching they'll become "live" faster. My tank has been set up for about 3 months now and all my "dead rock" is starting to look like LR. But, I'm sure it is packed full of organisms.

The live rock will seed the base rock. I would be sure that they are stacked or are touching. Other than that it's just a waiting game.

I have never heard of any proven method to speed up the seeding process. Adding more LR should make the seeding faster. Best bet in my opinion is to get the tank cycled and get a small CUC in the tank. They should start to increase the bio-load in the tank and this will help spread all the good "live" stuff in the tank.
