sign of regrowth?

as you know, my betta got fin nipping by a platy after placing it in my 20g 5 hours ago.

I put a little salt in, and melafix + pimafix and a 100% water change
Now, on the end of the tail, there is thin white skin, i doubt its fungus. Is it fin regrowth?

I doubt it. Most likely frayed finnage. When a fish's fin gets bitten, the stuff in between the "spines" will wear out until the spines start to grow back I think.
