Weather loach with Fin rot?

I don't know if it is what he has, but I believe my weather loach has fin rot. His tail fin is half way gone, and he has a spot up near the middle of his body that looks like his skin is shedding. Is this fin rot, or is it a fungus infection? I've tested my water, and everything is 0, and my temp is a 78.

the fin damage is probably fin nipping, since these guys like bad conditions, but the shed is extra mucous trying to fight off a parasite, maybe ich

Ich would sound right. A couple of my fish recently caught ich. Should I treat him for ich then?

As far as fin nipping, I don't have any fish that are prone to fin nipping, so I don't know how that could happen. This is the one that is in my 55 btw.
