Is it ok to cycle the tank without the live rock in it? i've got the substrate and the bottom rock stuff layed down, and i'm not gonna have money for the live rock for a while now, but i was wondering if i could begin cycling it now, an when the money's available, add the rock then. Or would it be wiser to just wait?

It's fine to do cycling without live rock. However, if you decide to get live rock later on, it absolutely has to be cured before adding it to your tank, which means you basically need to let it cycle in a seperate container or the levels of ammonia produced by the dying stuff will kill off your tank. Some LFS offer live rock that has already been cured for a LONG time. Other LFS get them in all the time uncured, so you need to make sure before adding it.

It's possible that your LR was already well cured, in which case you'll see die-off when your tank actually cycles.

No clue on the clams.

There are things that provide the plankton that filter feeders like clams need to eat. I think one is called Marine Snow. Good luck.

clams eat detritus waste, in other words, the waste from your fish, stray food and such, they do a great job of slowly turning the substrate and keeping it clean! i never clean my substrate.

Feeding depends on the species of clam. Some will be fine with just what is in the tank, others need a lot of supplemental feeding.
