Epson salt is a mild laxitive for fish. If the puffer is brackish I don't think it would hurt to try it. I'm not sure of the dosage though. Maybe you can find it searching online.

dwarf puffers are purely fresh water, adding minor amounts of salt and rising the temp to around 30degrees celcius should help it pass anything, have you ruled out ip's, puffers are fairly prone to them, if it is a parasite the same method should work aswell
tho i would recomend more reading into it i havent had to treat my puffers for ip's or constipation yet, also puffers like to "taste" anything in the tank so if you have artificial plants at all this might be the cause of the blockage and i would recomend you remove them

you'll find any info you need of dp's there
oh and did you say you were feeding him pea's? puffers are carnivores and should be fed "crunchy" foods at all times like snails, crays and shrimp

Did your puffer puff out lately? Sometimes air gets trapped inside the fish after a puff and they need to be burped. Checkout [Only Registered Users Can See Links.]
Let me know if that helps.
