i have 2 10 gallons

in one 11w, PL light 6400
other 11 w, PL light 8000

can either of these sustain plants?

i have java moss in both and a small anubias in one and they seem to do well, even though i have researched this level of lighting cant sustain any plants?

It is possible but you are limited to your plants. I have a 55g tank with a 48" 40w 10000k bulb and it sustains my basic plant really well. I wish I knew the name of the plant but it is one of the cheapest ones I can buy at the LFS. It grows on top of the water like crazy and you can break it off and it will keep growing. Other than that kind of plant I don't think you will be able to have anything else without upgrading your light....I am sure others with a planted aquarium will help ya out too and they can correct me if I am wrong.

yeh i guess if i do get another plant il have to research for a plant that doenst have alot of lighting requirements. sure to be one some where :)
