They say Brackish water is typically maintained at a specific gravity of 1.003 to 1.010 but i'm no brackish expert, i'm sure someone will be along to answer
your question.

Anything that falls from 1.001-1.019 technically qualifies as Brackish. Most brackish tanks are maintained between 1.010 and 1.018. The 1.016 would be fine.

It really depends on what fish you're keeping. For something like a bumblebee goby (which is found in FW and brackish), I would suggest nothing higher than 1.010. The same probably goes for FW fish that are merely brackish-tolerant, like guppies, and some killies (as I've read). There are also more options for plants in a lower SG.
A violet goby, mudskipper, or archer, on he other hand, would do fine, and might even be better off, in a higher SG. Some brackish fish even need to be moved to SW as they mature. Scats are like that I think.
So, if you're going to ask if a certain SG is OK, tell us first what the fish you plan on keeping in it is.
