How long before shrimp

How long should I wait before adding shrimp to my tank? My tank has been set up for a little over two weeks and has been holding a steady reading of.......ammonia=0, nitrites=0, nitrates 12.5, for over one week. I did use media from another tank and I have two Black-Skirts in there right now.

Also, are those two fish enough to keep the cycle going, in case I don't get shrimp right away? It is a 10-gallon tank. Thanks!

shrimp need a well established tank, I'd wait at least a month
