cloudy water

hi im really new to this ive had my tank set up for a week now the water is still cloudy do i have to do water changes even without the fish ? and how can i get rid of this cloudy water ? any ideas ! :?

Do you filtrate the water? using what kind of filter?

What are you using as decoration?

it is a jewel compact filter im using fake plants which i got from a pet shop
