It might be suffering from some disease or you might have poor water quality in your aquarium.

does it show any signs of disease besides not eating? Du you know how good the water quality in the aquarium is? Ammonia, nitrate and nitrite levels?

I'd try seperating the two oscars and feeding the sick oscar on frozen foods, flakes pellets, but nothing that can swim away from him, that could help him eat but im afraid i dont know what is actually wrong with him

You can also try to move a piece if food (something it usually loves) in front of the fish to trigger it to eat. I would also try feeding it live food.
