I am 2 weeks and 2 days into my fishless cycling. For the past three days my readings have remained unchanged. 4ppm ammonia and .3ppm nitrates. I haven't added any ammonia for three days because tne ammonia is staying so high. Is this normal?

Try adding a bit more ammonia so you are reading 5ppm.
That may be just enough to kick start it.

What's the PH reading...sometimes a really low PH reading can cause the cycle to "stall"...
Also remember that this last phase of the cycle can appear to get "stuck" for a while. Not uncommon.

.3ppm nitrates or nitrites? You should be seeing nitrites.
Turn tank temps up and aerate the tank, always use dechlorinatored water and clean nothing...... nil, none, zilch. Personally, I think you have enough ammonia in your tank. You can cycle with 4 or 5 and both give a far higher bacteria load than fish would ever give.
