1) Does it matter if you get female/female or male/male or female/male? Would the pair be happy if they were the same/opposite sex?

2) There are 2 little ones at a LFS, and they look kinda dull and dreary in colour.. Would they brighten up if given lots of TLC?

Idk about the first question.
For the second, I'd say you could get them to brighten up. =]

I have never had them so I have no idea if same sex will live together.They are peaceful but they are cichlids.
As for their color coming back.Without a doubt.If they are healthy than once they are happy they will brighten up.
Fish at the store always look better in your own tank!:22:

I hear the females are dull in color but my LFS only sells the males. So maybe their females. IDK But my friend has all male german blue rams and they get along fine. I dont plan on keeping male and female because I dont want to deal with the aggression during mating.

If you're looking for more color go with Blue Rams instead. Females will be more at peace together.

I don't see why not, they get along fine with each other unless the tank is too small or they breed (then any odd ones out are shunned for a bit). The best color I've seen on Bolivian Rams is when they were kept in a trio, I think it was either all male or a male and 2 females, I forget. Beautiful fish though. Currently have 2 males and 1 female in my 75 gallon tank and they get along great, aside from the female paired up with one male and she picks on the other a bit, the paired male doesn't give a hoot about the other male.

I'd say that under proper conditions, Bolivian Rams can be just as colorful and pretty as their blue counterparts, more earthy tones than the bright blue but beautiful nonetheless.
