Ok, so I still have four neons most likely with NTD. First, how long should I wait to see if they have it or not?
Second, how do I keep this from happening again. Some of you have heard my troubles I've had with this since spring. What are things I can do to prevent this from happening again?

You can stop it by getting Cardinal tetras instead!
Unfortunately you cannot tell if neons are going to have NTD,but Cardinals do not get it!

OO thats good! YAY thank you :o) now i just need to find somewhere that has cardinal tetras.. hmm... any ideas?

I see them at almost every lfs I go to.They should be easy to find!

really? maybe i just wasn't looking properly. So i have another question.. i've usually avoided buying fish from large stores like petsmart. However, I did get my rasboras there and they are all doing awesome. What are things I can look for at the store to make sure they are healthy fish?

When I buy any fish the first thing I do is locate them.I know my lfs so I pay for the fish and leave them there for a week or more.I go back to the store throughout the week to check them out.If I see any spots or fungus they stay there.When I feel they are healthy,they come home.At least by paying for them in advance,she won't sell them and makes sure they are well taken care of.
Always make several trips to the store first.:22:

Ok. Would a quaranteen tank work for that? Just because I'll be stuck at my dorm again after xmas when I'll buy the fish so I won't be able to drive 45 min to the store multiple times during the week... I have a new 5g kit that I could use

That will work great! Just be sure to spend time looking for healthy fish.Cardinal tetra are a much hardier bunch than Neons.:22:

Yay thats good. I like hardy fish. The rasboras I have are such a tough bunch. It makes me so happy to see them healthy and not dying!!! :D Sweet, thanks for everything throughout all of this Northernguy!! You are awesome!

Take a look at the fish in all their tanks, since a lot of them have that shared filtration, so a problem in one tank will eventually hit the other tanks too. I have a bunch of neons in a quarantine tank at the moment, from a rescue tank at the lfs. Plan was to leave them in there for 3 weeks or so before moving them in with the rest.
