That, is what we call in the trade, an ugly fish, or uglius fishicus.

Hahahaha I'm sorry that wasn't helpful at all!

It looks kinda like a sub species of a silver dollar

Looks like an ugly version of the Red Hook Silver Dollar but from the pic, we get no idea of size.

Is it saltwater or brackish? Looks like it could be a variety of Scatophagus (aka scat). General shape and the polka dot pattern is in line ... though the fines aren't like the one I've seen.

I did think at first it may be a adult red hook silver dollar but I dont believe it is because it seems to be large and the "hook" part seems to be too much infront of the stomach then normally on the red hook, so Im sorta at a lost. I do think it is closley related to the silver dollars though I just cant pinpoint it.

Looks a bit like a Metynnis lippincottianus - really mature wild one but the finnage doesn't fit... mmmh

Just my thought. I thought it was a SW fish. And being a opah is what it is.

As for sun-fish I don't think so. This is a Sun-Fish.

Since this thread seems to be going on and on long after the mystery was solved, used search words "fish white spots red fins silver" (without the quotes) and found this in about 2 minutes using google image:
