The Pond

How big is the pond and how is the filtration? The koi and goldfish will get big enough to eat smaller fish.

If a herron is eating the fish then I'd put some kind of netting over it, or it'll be empty soon.

They just lost all the Koi and shubikins today! Now they are planning smaller fish.

Might wanna secure the pond before putting more fish in it.

Once a heron discovers the pond is a food source it will never be safe again.A net will be the only way to protect any fish kept there.
