I'm thinking about buying a Pleco for my science teacher, he has a little pond thing in his room and its constantly areated, well planted and has plenty of delicious moss for a creature like a pleco. I am concerned about water temp though, how high should the water temp be in a 4 by 3 foot pond be. That's just a guesstimation of the size. The water seems a little colder than room temp, so that was my main concern.

It needs to be higher than room temp. they are a tropical fish. so id say above 75degrees

id say 72f-82f temperatures
how many gallons is the pond? if its 25g+, its fine for a dwarf species like rubberlip and bristlenose. if its 150g+, you could get a common pleco, depending on the tanks height

Pleco's are tropical so the temp needs to be 75F or between 24-28degrees. If the pond is not that big then you could just add a heater to the pond.
