I have a 55 gallon aquarium and I am thinking of putting together a quarentine tank but I am not sure how necessary it is. I have a 10 gallon tank. Is it better to start from scratch or to use water from my existing tank ?

Get a sponge filter and an adjustable air pump to power it. Run the sponge filter for about a month in your main tank. Move the sponge filter to the QT tank, and stock it with six zebra danios. They are there to keep the QT tank cycled.
Just remove the danios when you have new fish.
A quarantine tank is a very, very good thing to have. Using one will mean you'll never introduce disease in your main tank again.
I quarantine all new arrivals between two and four weeks. In nearly 30 years of using QT tanks, I've never had a disease of any kind enter my main tanks.
