I am not doing the seahorse tank. But i still want to do a saltwater But i only have room for a 10g right now So what is a list of fish, Inverts, Coral etc.

depends what you like, i would go with 1-2 small fish. what lighting do you have?

if you want high light corals i would go with a 70w metal halide

I would have to get a chiller for that right? To keep the tank cool? And On the fish i would like. I would like a fish i could maybe breed or A real pretty fish.

if you suspend it 8 inches above the tank, you shouldnt have a problem. run the tank without fish for a day to make sure though

I'm no expert, but probably at least a 40w light giving 4wpg.

soft corals need 3-8wpg. if you want soft corals, i would get a 65w or 96w power compact fixture.
you would just need a metal halide bulb for a metal halide (check if its single or double ended)

Can i buy the compact fixture and It's bulbs at my LPS or Will walmart carry it?? And will i need a actinic bulb and What wattage are actinic bulbs normally?

if youre going power compact, you need to get a aquarium light, try ebay. theyre not like household compact fluorescents, these are longer.they come with 50/50 bulbs that are half actinic half daylight

Your LPS might have what you need, mine has pretty much everything for freshwater and a little saltwater but, they have almost all light bulbs.

if you can get a 2x20w fluroescent shoplight from wal-mart and stick a actinic and daylight bulb in it, you can grow some lowlight corals like mushrooms and zoas

Nano tank owners generally do not dose additives. Usually all of the ca you need will get replaced with your weekly water changes. Shrooms and zoas won't be consuming very much ca anyway, so once your levels are set, they should remain pretty stable (assuming you keep up on your WC's)
If you are concerned about your ca levels, maybe your LFS can check them for you....

This is the list of stuff i got to buy.
Actinic Bulb.
Full Spectrum Bulb.
2 Light Fixtures.
10g.
Heater.
Arag-Alive.
Instant Ocean Salt.
Saltwater Test Kit.
Hyrometer.
10lbs of Base Rock.
1 or 2lbs of Live Rock.
I have this.
Tetra HOB Filter.
I wonder if the test kits i have would work for SW??

No more than two and be ready to help one out if they don't get along. If you can get a mated pair then it should be fine however if you get two random ones they could end up killing each other. Because of potential aggression and bioload I would personally go with one clown and a goby. If you went with a pair of clowns and a goby that might put too much bioload pressure on that small of a tank. Also do not get any of the larger more aggressive clowns like a maroon, it will get far too big for your system. Research every purchase thoroughly before you drop cash down for it.
I wonder if the test kits i have would work for SW??
If it says on the bottle/box that they can be used for saltwater then yes. If it says nothing then assume that it doesn't. Good luck with your tank!

Again with multiple gobies you will run into territory problems. If you can get a mated pair of neons then you could have two. 10 gallons for two random ones could lead to aggression. Around me a mated pair of clowns would be easier to come by then mated goby. If you can find either I would go for it otherwise just keep it simple and stay with just one of each. Or if you wanted a pair of something look into some of the shrimp-symbiotic gobies and get a pistol shrimp to go with them. You could get a clown and a goby/shrimp pair. Those are really cool.

All of the shrimp that are Amblyeleotris or Stonogobiops like the various Watchmen goby, Yashia, etc can form a partnership with pistol shrimp.

That is what I plan to do for a 10g a yellow watchman goby and a pistol shrimp plus some inverts. Then add more inverts and a clown or two once I upgrade to a bigger tank.

Another thing you'll need that I didn't see in your list would be a powerhead. I would go with a Hydor Koralia 1 powerhead. I haven't used one yet, plan on getting one, but I have heard many good things about them.

I have a koralia 1 that was on my 10gallon nano before I upgraded it to 15gallons. Highly recommend them.

Some local pet stores might carry them. The big box stores probably will not but if you have any that carry equipment for marine aquariums they probably will or atleast have a good alternative to a koralia.

A good alternative would be maxi-jet powerheads that there is a accessory that you can get that basically makes it like a koralia. They aren't all the same, koralias are favored because they displace the flow out farther than just a focused stream like a tradional powerhead. They also attach to the tank by magnet plates so you can basically put them anywhere instead of having to use suction cups. However just getting the flow is what you want, if you can't get a koralia don't beat yourself up. I have a quarantine tank that uses a aquaclear powerhead rather than a koralia and it is perfectly fine.
