my flame tetra is swimming vertically head pointing towards surface and has a general swimming problem, can ne1 help?

hmmmmm... No expert, but could be a swim bladder problem.

Yes, it does sound like swim bladder and afraid there isn't much can be done for them when they get like that. Some try different things but most fail. Sorry.
