Power Failure Alarm

I am looking for info on a simple power failure alarm, which will sms me when th power goes out. If anyone has any ideas please let me know :)

Wouldn't it be easier to put a UPS on the tank to run the water pump and/or air pump in the event you lose power, it will activate automatically and run you tank. If you wanted to get real fancy you could connect it to your pc and have it email you to you work computer, cell phone, ect. to advise you of the situation. This way you would be less rushed. FWIW
