Pond Question

I live in an old apartment complex in Baltimore, Md, that has a large outdoor fishpond in the center of the complex. The management wants to get rid of the fish because of the waste they produce, which causes pond scum in the summer. Isn't there a type of fish or other pond dwelling creature that will clean the pond, and still allow for the fish?

pond snails will do that. i'm not sure of others though

A nice UV sterilizer will do the trick, snails won't get all types of algae.
