as the title says, can you over aerate a tank or not...

yes. especially in a live planted tank. live plants need large quantities of co2 and over aerating the water will dissipate the co2 too fast so that the plants cannot utilize it.

Many fish don't care for all that action either. Angels and Discus don't like it for sure and other deep water fish. It can also cause pop eye in some top dwellers.
