You may also need to do your water tests. Often high nitrates will cause a spurt of algae growth which comes from new tanks after they've cycled.

How did you "wash" your gravel? Removing it from the tank and washing it will kill the good bacteria cultures you have causing mini cycles. Cycling a tank often leads to algae blooms so if you keep causing mini cycles you will just run around in circles. Use a gravel vac, cut back on your feeding and lights, check filter hoses for algae buildup and clean it off the sides of the tank. The battle can be won, it just takes time and patience.

If you can, take the tank away from the window! the natural sunlight shining on it can cause an algae bloom and will raise the temperature of the water too much sometimes, which stresses fish. If the tank is too large to move, try to find something to cover it from the sunlight.
