There's algae on the glass that i see a few shrimp eating but it seems like they can't take care of that algae.

They've eaten most of the other algae in the tank(couple dozen cherry shrimp). I gave them an algae wafer yesterday and they just flocked to it. Does that mean they're hungry or they just liked it better.

I don't want them to starve...But there aren't any fish in there that i would feed regular food they could pick up.

I don't know, but I feed mine once a day. I feed shrimp pellets and algae wafers. Only enough that they can eat everything within a few hours.

If they're not eating the algae they're not really hungry. They're just eating the wafer because it's a treat for them. Try not feeding for several day and see what happens. They're hardly gonna starve to death.

I've never noticed shrimp not eating! They are pigs!

The can't do much with hard spot algae, and don't seem to like bba.
