Okay I have in my tank a Fresh Water Moray Eel........
In the bottom is white sand.
I have just noticed that in the bottom were some tiny black specs... a lot of them.
On further examination I found that they were tiny black bugs sitting on the bottom and ever once and a while they would swim a couple centimeters around.
What are these? Is this a big problem? What can I do? Is this my sand turning into live sand???? What is going on... HELP!!!! AH!

I think the worms are planarians, they thrive well in tanks with a lot of waste. They tend to live in the gravel and although harmless to your fish, sometimes they can infest the gravel and increase the bio load on your tank. They could have come in with plants or unwashed gravel perhaps.
Give your tank a good water change with a good gravel vaccuum, and do it twice a week. They won't have enough food to keep multiplying.

Most aquariums have things living in them that the owner hasn't put in. The great majority of the time they are completely harmless, and in fact most of them will eat any left over fish food or algae. I have tiny slug like things in my 15 litre and 4 cm pink hairy worms in my 90 litre tank. I have yet to find out what lives in my 22 litre tank.
Nothing to worry about tho. To reduce their numbers, simply feed less.

I think Boertjie hit it, i was thinking planaria too, its a sign of overfeeding
