When bacteria colonize the tank quickly, that can make the water cloudy. I had my first bacterial "bloom" very soon after beginning to cycle my tank.
If it's just a gray haze and not green/blue/brown then it's probably that.

The shrimp should be in a bag or nylon and held on the bottom of the tank with a rock or it will rot and stink up your whole house. I don't know what size tank you have or how many shrimp you're using but more shrimp will have to be added in about a week. Why not try pure ammonia? Lot's easier and you get the exact ammonia reading you need.

I have a 20g with 2 shrimp I'm going to be gone for 2 weeks so I guessed I could come back and see if the tank had cycled is this a bad idea?
