will nardoo carpet under low light for foreground?

will nardoo sp. carpet the foreground under low light? And is it hard/delicate to plant individual plants into the substrate?

Nardoo is Water Clover = Marsilea mutica it is a floating plant and cannot be planted in the substrate or did you mean Marsilea crenata? It will work well as a foreground plant but if the lighting is not high enough it will grow upwards and not create a carpet
