Are spotted puffer fish poisones

Hay i just got me a spotted puffer fish for my community tank, its been fine and all but my green terror was chassing it and nipping its tail fin, and now my green terror's gone all floppy and cant swim to good, the tank is all good and all my other fish are fine so what could it be?, ive herd some puffer fish are poisones

Freeking lfs sold it to me as a fw fish and its a brackish water fish!, it was in a tank with baby oscars! Aaaahhh
