If I missed it, please let me know, but I can't find a link to the rules or TOS anywhere on the aquarium forum page. There should be such a link if there is not already

I'm able to find the rules but it requires a forum search unless I'm mistaken. Seems if a new member is expected to know and follow rules they should be more easily accessible

And a list of which ones actually get enforced vs the ones that get ignored would be helpful

There is a link to the rules and tos during the registration process. You are asked to read these documents and agree to them before you can join the forum.

Yet it seems many, myself included until recently, are unaware of the rules which is why I am suggesting it be on the main forums page

I may sound like a complete idiot, but what does TOS mean? I have been trying to figure that out since this thread started!

There are no rules that are ignored. There are however degrees of infraction. A simple response to a question posted such as: "You are such an idiot. You can't breed angels with guppies!" would be met with a warning via PM. An out and out flame such as "You *$&(ing idiot! You suck! Your mom sucks, too and..." is going to be met with an immediate temporary ban, no question.

History also comes into play. If a person is generally an outstanding poster and makes a single mistake? Warning via PM. If a person has been warned in the past and continues to be guilty of an infraction? Temporary ban.

It is at the discretion of the Mods as to the degree of disciplinary action taken.

This is more than your original question I realize, but I wanted to be very very clear on those few points.
