I am not too bright when it comes to plant propogation.

Basically I bought some anachris and what I bought looks ill and the leaves are melting, but off of these stems are coming new stems that are a beautiful green.

One stem looks almost dead but on the top of it is a new shoot growing that looks great and healthy. This new shoot seems to be dropping roots but of course he is on top of a dead looking stem (still slightly green, however).

Basically, How do I take care of these guys? If this post does not make sense, I'll try to post pictures.

I would wait until the new growth reaches near the top of the tank. Then you just cut the plant somewhere along the middle and just replant the cutting back into the substarte.

If this stuff is planted in the gravel,I would say that you do not have enough light on it.Losing its lower leaves and have nice growth on top is a good sign on all stem plants that you need more light.Anachris is not extremely light hungry so I'm guessing you have very little light available to it.If this stuff is floating then I don't know what to say other then you really have very little light at all.I also think that anachris likes hard water as well so it could be a combo of many things.
1 Light?
2 water hardness?
3 is it anchored in gravel or floating?
4 are you using any liquid fert?

The new growth on top is just an example. There are tons of new growths a few centimeters above the substrate. I think I just bought some unhealthy plants.

I'll wait till the new growths become larger and then cut them like Ed said, Thanks!
