gill disease/ nitrate poisoning?

my fish has some rid on its gill flaps. does that mean it has nitrate poisoning or gill diseasae? if so, how do i fix this? thanks a lot u guys btw for helping me in the past... =)

how are your ammonia levels? red can be from ammonia too
