all my fish appear to be panting and swimming on the surface even the pleco keeps coming up for air , is this normal ?

No. I hope you have a test kit as your water parameters may be off. I betcha money your ammonia levels are too high. If so, do some water changes to keep these fish alive.


Test kits are imperative when cycling a new tank,

you said "all my fish". How many fish do you have in there? When starting a new tank, you don't want to dump in a bunch of fish right away and only start with a few hardy fish (how many depends on the size of your tank). You want to wait until your tank is done cycling before adding more or you'll have a lagoon of death.

I totally agree with Glasstapper, if you have bigger aquarium, wait for about one month before adding fish into it. You only may add a few fish until bio balance is established.
